According to an Agreement with the financing institutions, the project is devided to two packages:
LOT B1. New Terminal Building and Related Facilities
Òhe new passenger terminal consists of three main elements:
(a) Terminal Building;
(b) Gallery;
(c) Parking garage.
LOT B2. New Runway System, Taxiways and Related Works
(à) New runway (3 600m. x 45m. plus sidewalk lanes), situated parallel to the current one;
(b) Entension of the current runway and its transformation into taxiway;
(c) New connected taxiways (60 000m2);
(d) A bridge over Iskar River and correction and fortification of the River's basin;
(å) Surface runway lightning, contemporary navigation facilities and communications;
(f) De-icing platforms, service roads and dranaige system;
In 1993 the Bulgarian Ministry of Transport and Communications fires the international consultant company "Sir William Halcrow and Partners Ltd" to conduct a feasibility study for the various alternatives for the future development of the Airport of Sofia. The study includes prognosis of the future air traffic, necessary capacity, identification of the necessary funds, impact on environment,etc.
Later, new pre-investment surveys are conducted by 3 consultant companies - Sir William Halcrow and Partners Ltd. - 1996; Sir Alexander Gibb & Partners Ltd. - 1996; Bulgarian Experts Collective - 1996. In the same year a collective conducts a preliminary environmental impact assessment and public hearing take place.
In September 1997 is signed a Financial Memorandum between Republic of Bulgaria and the European Investment Bank (EIB) for a loan for the construction of a new terminal building and related facilities. In the Memorandum is written that the project plans only extension and modernisation of the existing runway. Nothing is said about the construction of a wholly new runway. The Memorandum for the loan is for EURO 60 million and is ratified by the Bulgarian Pariliament on the 5th November 1997.
Another Financial Memorandum for the construction of the runway system is signed ont he 22th June 1998 between the Bulgarian Government and the Kuwait Fund for Arab Economic Development for 12,3 million kuwait dinars or about EURO 41,5 million. The Memorandum is ratified by the Parliament on the 28th October 1998.
According to the Contracts with Financial Institutions for the successful implementation of the project and managment of the activities, the Sofia Airport must be provided with assisstance from other international consultant. In order these consultants to be paid, within the PHARE Program the project receives EURO 7,6 million for technical assissance.
Thus, the financing is ensured and contracts for loans are signed before a thorough strategy for the development of the project to be completed and approved. Only in March 1999 the General Master Plan for the project is approved by the Order of the Minister of Regional Development and the Minster of Transport.
In 2000 is performed the Final Environmental Impact Assessment and two separate EIA Reports for the new terminal building and new runway are conducted without comprising the existing airport facilities.
In 2000 the project becomes a priority within the Stability Pact for South and Eastern Europe and receives financial aid for EURO 50 million through the ISPA pre-accession funds of the EU for the construction of the new terminal building. In December a Financial Memorandum with the European Commission is signed.
In April 2000 procedures for alteration of the construction for LOT B1 were conducted. Thus, the Dutch company NACO was selected as an "engineer".
In April 2001 is performed a procedure for adaptaion of project for new runway to the rules of the Kuwait Fund. After the procedures for supervision of the construction is selected the consorcium COWI (Denmark), KEO (Kuwait) and STROL 1000 (Bulgaria).
In August 2002 tender procedures took place for the construction of the new terminal building and related facalities - LOT B1. On the 16th December 2002 in the Ministry of Transport is signed a Contract for the construction with STRABAG International GmbH (Austria) and Sofia Airport.
In June 2002 is selected the implementor of the construction after tender procedures - Mohammed Abdulmohsin Al-Kharafi & Sons for General Trading, General Contracting & Industrial Structures W.L.L /Kuwait/ and partner Admak General Contracting Company /ÎÀÅ/.
