Same old story: Bulgarian authorities disregard public opinion on Ljulin motorway

The Bulgarian Ministry of Environment and Waters has disregarded the outcome of a public consultation process and issued an environmental permit for the highly controversial proposed Ljulin motorway. The decision was made only three weeks after the Ministry had decided to ignore public opinion in the case of the widely opposed national waste centre. Ministerial endorsement of the project was a conditioned for the disbursement of the second tranche of a EUR 111 million ISPA grant.
THE PROBLEM

The Road Executive Agency plans to build the "Ljulin" motorway through the densely populated south-west region of the Sofia area. "Ljulin" will be a high-speed transit motorway, part of the Trans European Corridor N4. Construction of the Ljulin Motorway will seriously endanger functioning of the Bankja National Spa Resort. Bankja Resort is well known in Bulgaria and abroad for its mineral water and air purity that offers optimal conditions for treatment of the cardio-vascular diseases. More than 200 000 people visit the resort annually. Bankja Resort is defined as a protected area (Area "A") wherein no environment polluting works and roads should be constructed. The area around the resort, including several villages such as Malo Buchino and Ivanyane, is defined as Sanitary Area "B" of Bankya Resort complex where the emissions of traffic harmful substances must not exceed 25 percent of their permitted level of concentration limits. The negative aspects of the proposed routes are:
  • The microclimate of Bankja is such that it could suffer from toxic smog on 55% of the days of the year if the motorway is constructed.

  • The motorway will pass through mineral springs and landslide regions.

  • Loss of the most fertile arable land of the village of Malo Buchino (land of categories IV and V will be compensated at the rate of 141 lv. per decare (around 72.5 euro).

  • Land close to the motorway will become almost worthless.

  • The noise and vibration from the motorway will be overwhelming for the affected villages.

  • Local business will suffer a loss of trade: in contrast to the present situation there will be no possibilities for small-scale business along the route as the high-speed motorway will be surrounded with high wire-netting.

  • The biggest part of the motorway will pass on viaducts close to the village of Malo Buchino.
  • The motorway between Bankja and Malo Buchino will lead to decreased health for residents, the abandonment of arable land and houses, and a general degeneration of the enviromental quality of the area.

    Let preserve for the future the Bankja Spa complex and its environment!





    The motorway will pass at a distance of 122 meters from the houses in the affected regions.
    Note that in Germany and Switzerland the grazing of animals is forbidden at a distance of 150 meters from the motorway.
