Today, 3-rd November 2002, in the Village of Malo Buchino, the residents of the Villages of Malo Buchino and Ivanyane and the town of Bankya established the Initiative Committee (IC) 'Lyulin' for the following purposes:
1. The main purpose of the IC is to participate in the sustainable development of the Villages of Malo Buchino and Ivanyane and the town of Bankya. The preservation of the air quality and the tranquility of the residents.
2. To build an environmentally appropriate and strategically reasonable motorway, as a part of the Trans-European corridor ¹4 within the country of Bulgaria.
3. To prevent the planning and construction of the Liulin Motorway in the so called 'brown + blue' alternative or any implementation at all within the borders of the Liulin and Vitosha Mountains in the territories of the Villages of Malo Buchino and Ivanyane and the town of Bankya.
4. To investigate and find solutions to the problems with the sewer system in the Village of Malo Buchino. This point does not engage in any way the residents of the Village of Ivanyane and the town of Bankya.
5. Tourism development in the three inhabited places and exploitation of the mineral springs.
Activity
The IC was created as a consequence of the threats of designing and constructing the Liulin Motorway nearby our settlements in Malo Buchino and Ivanyane and the town of Bankya.
To achieve its goals, the IC intends to use all of its legal resources to stimulate the cooperation of state and private institutions and non-governmental organizations.
Funding
Funding would be provided by donations of the residents of the three settlements. There is an account arranged for all the expenses.
Membership
Everyone can be member. Each stakeholder personally invested will participate to achieve the desired purposes.
Independence
This IC declares its neutrality regarding political and ideological partiality, which could direct its actions. It is independent and all of its members are equal. When political partiality or motives exists which may affect the work, a vote is held regarding individual memberships for exclusion.
Voting
Quorum is reached when 2/3 of the members is present. Decisions are taken with a simple majority of 50% + 1.
Term
The IC was created for an undefined period of time to achieve its goals. As the time passes new purposes could be set up.
