This report presents the first comprehensive qualitative study in Bulgaria devoted entirely to single-family houses. А segment that accounts for nearly half of the national housing stock yet remains largely overlooked in national energy efficiency policy. The research explores the real attitudes, barriers, and motivations shaping home renovation, bringing together the perspectives of homeowners, municipal authorities, professionals, and civil society organizations. Across all groups, a strong consensus emerges: renovating single-family houses is not a privilege but a long-overdue necessity: economic, social, and environmental alike.
The report contends that without a coherent policy framework addressing individual homes, Bulgaria will be unable to meet the objectives of the European Green Deal or to narrow the widening social and spatial inequalities between residents of apartment blocks and those living in houses.
